4. The regulation that the high jumper's head must not lead the
rest of the body over the bar, while preventing diving, led to
complex rules and
constant disputes about whether a leap was a legal clearance.
Officials finally removed the restrictions against
leading with the head, but retained the rule that a jumper must
leave the ground from one foot. This rule change, plus the relacement
of the traditional sawdust pit with safe, modern, foam-filled pads,
opened the door to new, more radical jumping techniques
